Certified cash registers (SCE 2.0): must your kiosk go through the till?

Yes, in most cases. If your venue must use Belgium's certified cash register system (SCE), a kiosk or ordering app that doesn't go through your till creates sales "on the side". With SCE 2.0 arriving on 1 July 2026, now is the right time to take stock before installing anything.

Who needs an SCE?

The SCE applies to hospitality venues that offer eat-in service and whose meal revenue exceeds €25,000 excl. VAT a year.

  • The threshold is calculated per venue, not per company.
  • Takeaway sales don't count towards the threshold.
  • Drinks are not counted in the €25,000.
  • Venues with a seating area are covered too: bakeries with tables, canteens, snack bars with seats.

A chip shop that sells almost everything to take away may stay below the threshold. A pizzeria or chip shop with a real dining room often goes over it.

Above the threshold, all sales go through the till

Takeaway sales don't count when deciding whether you're covered. But once you are, the principle is that all of the venue's sales are recorded in the SCE. That includes orders that don't come in at the counter:

  • orders placed at the kiosk;
  • QR code orders at the table;
  • click & collect and online orders;
  • takeaway sales and drinks.

A kiosk connected to a separate system therefore doesn't exempt you from recording those sales in your certified till.

SCE 2.0: what changes and when

SCE 2.0 has been mandatory since 1 July 2026. Data goes to the Federal Public Service Finance in near real time, and both the till and the fiscal data module must be SCE 2.0 certified.

Your situation Switch to SCE 2.0 by
New venue opened after 1 July 2026 From opening
Till bought before 1 January 2018 1 July 2027
Till bought between 2018 and 2021 1 July 2028
Till bought from 1 January 2022 Early 2029

With several tills, the most recent purchase date applies. Your exact date is shown in the SCE e-service of the FPS Finance.

The pitfalls of a kiosk that doesn't talk to your till

  • Two systems to manage: two menus to keep up to date, two closings, two sources of figures.
  • Sales outside the certified till: if you're covered by the SCE, they still have to be recorded there.
  • An incomplete picture: no way to see at a glance what the day really brought in.

Before installing a kiosk: 6 questions to ask

  1. Am I covered by the SCE? Work it out with your accountant.
  2. Do orders go straight into my till, with no re-keying?
  3. Does everything land in the same Z report?
  4. Is the solution SCE 2.0 compatible?
  5. Whose name are you selling under: yours, or a platform's?
  6. Who picks up when something goes wrong on a Saturday night?

With Xpos One, the kiosk, QR code, click & collect and wallet enter your unTill® till like a normal sale, and everything lands in the same Z report.
